Corner an economist at a cocktail party and he or she will tell you that the recession began in December 2007 and (technically) ended around August 2009, with about 7 million jobs lost during that period.
If you ask the same economist what to expect moving forward, steel yourself for talk about the pros and cons of the Troubled Asset Relief Program and how unemployment numbers are a lagging indicator.
But you don't need a Ph.D. in economics to understand that 2010 isn't just a new year, it's a new decade. So what better time than now to start thinking about a new job?
Here is our forecast for six hot careers with job security, along with what you need to know to earn a paycheck worth waking up for in 2010.
1. Software Engineer
The Job – Design and develop the programs that make computers work.
The Trend – The U.S. Department of Labor predicts that jobs will grow rapidly over the next few years, at a 32 percent increase from 2008 to 2018, as everything from medical records to gun sales becomes computerized.
The Training – Most software engineers have a bachelor's degree in computer science or engineering. A master's degree can lead to more advancement opportunities.
The Pay – A median salary of more than $80,000.
2. Personal Financial Advisor
The Job – Help people manage their income, savings, and investments to make the most of their money for retirement and other financial goals.
The Trend – According to the Department of Labor, the ten-year growth in demand for financial advisors is expected to be 30 percent since many companies are doing away with pensions and the volatile stock market has people looking for expert advice.
The Training – Getting a bachelor's degree in accounting or business administration will give you the tools to help people's money work for them.
The Pay – The median salary is $69,050.
3. Registered Nurse
The Job –Provide direct care to patients, offer support, and provide education about the patient's condition.
The Trend – Focus on preventive care, more elderly people, and technological advances in patient care are all factors in the job growth expected by The Department of Labor.
The Training – Enroll in either a nursing diploma or nursing degree program, then work on getting your nursing license.

4. Special Education Teacher
The Job – Working with students who have learning disabilities can be challenging, but also rewarding. In fact, a University of Chicago study says that more than 70 percent of special education teachers report being "very satisfied" with their jobs.
The Trend – Projected growth should be faster than average due to increasing emphasis on special education for students who need it, and the understanding that students do best when they get that help early.
The Training – Get a bachelor's degree in special education or qualify for a higher salary with a master's degree. Each state requires a teaching license, which can sometimes include additional training in special education.
The Pay – Salaries vary by region and school setting. The median annual salary for preschool, kindergarten, and elementary school special education teachers is $50,020, but top earners average at more than $78,000 per year.
5. Database Administrator
The Job – Ensure that electronic data is organized, available, and secure.
The Trend – Companies will have more of these positions to fill because of the increasing reliance on computers for storage and distribution of information.
The Training - Most positions require at least an associate's degree in computer science, and a bachelor's degree will open the door to more positions and higher salaries.
The Pay - The average salary is $69,740 per year.
6. Home Care Nurse
The Job – Visit patients in their homes to take vital signs, administer medications, and monitor patients' overall health. These nurses can be the patient's primary health care provider on a day-to-day basis.
The Trend – While all nursing specialties are predicted to be in high demand, the need for nurses in the home health care industry should grow faster than other specialties – up 33 percent from 2008 to 2018, according to the Department of Labor.
The Training – Get your associate's or bachelor's degree in nursing and pass your state's licensing exam to get started.
The Pay – $58,740 is the average salary per year for RNs in the home health care services industry.

For Tea Partiers, President George W. Bush’s bank-busting ways are the GOP’s original sin, and leaders say they expect a hypothetical Republican majority to make significant budget cuts immediately upon taking office in January. After keeping these activists happy with a steady diet of rhetorical red meat until now, Republicans face the prospect of a backlash if the nation’s fiscal outlook doesn’t improve under their watch.
“If the Republicans get control and don’t get serious about [the budget], and I know Obama can still veto anything, the Tea Party movement will be very unhappy in 2012.”
After all, no issue has done more to unify the Tea Party activists now threatening moderate Republicans on Tuesday in Delaware and New Hampshire than the national debt. And Republican leaders have been all too happy to oblige the grassroots, slamming the White House over the budget from the moment President Obama took office. But while harping on the deficit is easy when the other party is running up the bills, it’s a lot tougher when the country’s checkbook rests in your hands—and with the GOP poised to potentially retake Congress, that time may be approaching.
For some in the Tea Party movement, the standard they plan to judge the party’s progress by is sky high. A spokesman for Rand Paul, the Tea Party-backed Senate candidate in Kentucky, said Paul “will vote against and filibuster any unbalanced budget proposal in the Senate.”
Making the task of reducing the deficit even tougher, Republican lawmakers are pushing to extend $678 billion of Bush-era tax cuts for high-income earners, and many conservative activists are calling for further tax breaks as well. Paul is already warning conservatives not to be fooled if Republicans opt only for the more popular tax cuts while punting on the spending side.
“We as Republicans have taken the easy way out a lot of times,” Paul wrote in a recent Facebook post. “We vote to cut taxes but we don’t ever vote to cut any spending. Because as soon as you do, as soon as you bring up a program, it’s somebody’s program and they love it.”
Other Tea Party leaders are using similar benchmarks to judge the next Congress.
“I personally think a balanced budget is imperative and I think there’s tremendous support for a balanced budget,” said Mark Meckler, a spokesman for the Tea Party Patriots. Lawmakers who vote for anything less will “see a lot of frustration out there in the electorate if they do that.”
If the conservatives rushing to the polls to elect Tea Party candidates see things the same way as Paul and Meckler, Republicans are in deep trouble. Achieving a balanced budget in the next year is—to put it mildly—unrealistic.
“Implausible,” said Rudolph Penner, who ran the Congressional Budget Office under President Reagan.

Instead, he said, fiscal conservatives’ top goal should be to secure a long-term deal to reduce Social Security and Medicare costs, possibly jumping off upcoming recommendations from the president’s deficit commission. But whether they have the political appetite even to propose such measures is an open question. Penner, now a senior fellow at the Urban Institute, noted that many Republicans attacked Democrats for trying to cut Medicare as part of the new health-care law.
"The real question is will Republicans have the courage to take on those programs," Penner said.
Even then, serious entitlement reforms would take decades to implement. The party’s most far-reaching deficit-reduction plan so far comes from Rep. Paul Ryan, the ranking member on the House Budget Committee, and features major cuts to Social Security and Medicare benefits, but even that does not balance the budget until 2063 in a best-case scenario. Nor does Ryan expect his plan to be implemented any time soon, largely because Republicans lack the political will to join him. In a recent panel discussion, he said he instead would strive for “consensus” on next year’s budget if his party retakes the House.
Asked about Tea Party calls for a balanced budget, spokesmen for Ryan and House Minority Leader John Boehner both pointed to a more modest plan being put forward by Republican leaders to freeze non-security discretionary spending at 2007-08 levels and recall temporary programs like TARP and the stimulus, reducing spending in total by about $1.3 trillion over the next 10 years. This year’s budget deficit alone is $1.3 trillion.
“There’s no doubt we’re in a deep hole, but the first step is to stop digging,” Boehner spokesman Michael Steel said in an email.
Adam Brandon, a spokesman for the Dick Armey-led FreedomWorks, said House leaders’ spending freeze, which accounts for $925 billion of the proposed savings, is a realistic goal for Republicans, if a weak one.
“If you’re talking about freezes, our base wants to see cuts,” he said. However, “if you have Republicans on one side and a Democratic administration on the other and all they can get is to flatline the budget, I’d take that and then we can kick the can down the road to the presidential campaign.”
But Judson Phillips, founder of Tea Party Nation, said in an email interview that using Democratic control of the White House as an excuse would only go so far.
“If the Republicans get control and don’t get serious about this issue, and I know Obama can still veto anything, the Tea Party movement will be very unhappy in 2012,” he said, adding that Republicans would not get partial credit for tax breaks not offset with cuts to spending.
Some Republican leaders outside Congress are demanding that lawmakers set their sights higher. Jim Gilmore, former governor of Virginia and onetime chairman of the Republican National Committee, is touting a plan this week from his Free Congress Foundation in which lawmakers would vote on $750 billion in reductions to annual spending.
“Small half measures won’t work and [cuts] can’t be temporary,” Gilmore said.
On the other end of the spectrum, one of the Republican Party’s most respected economic minds, Indiana Gov. Mitch Daniels, is calling for a new $500 billion round of temporary tax cuts offset only partially by reductions to spending in order to boost employment. Obama’s recent willingness to explore similar measures could tempt some Republicans to work out a deal, potentially bumping the deficit in the short term with the GOP’s blessing and taunting Tea Partiers with a victory for the White House. Example: An auto repair shop with 10 employees whose earnings average $25,000 can get what amounts to a 35% “rebate” on its health insurance premiums. Based on typical costs, that would be a credit of $24,500 this year, according to IRS estimates. Not bad. And that’s a credit – which directly lowers your tax dollar-for-dollar – not merely a deduction. It’s the closest thing to free money that Uncle Sam offers (well, unless you’re General Motors).
Here’s what you need to know…
Employers with fewer than 25 full-time equivalent (FTE) employees with wages averaging under $50,000 may qualify for the credit. Because the eligibility formula is based in part on the number of FTEs, not the number of employees, employers that have more than 25 individual workers may also qualify if some workers are part-time. For eligible businesses the credit could provide a welcome boost. Here are the four key health care credit eligibility standards:
1) Your business provides and pays for health coverage. To clear the first hurdle, you must cover at least half of the cost of health care coverage for your employees.
2) Your business is small. You cannot have more than the equivalent of 25 full-time workers. Eight half-time employees count as four “full-time equivalent” (FTE) workers. Thus, an employer with fewer than 50 half-time workers can still qualify.
3) Your wages aren’t too generous. A qualifying employer must pay average annual wages below $50,000 to get even a partial credit. For the full credit, the average must be under $25,000.
4) Both taxable (for-profit) and tax-exempt (non-profit) firms qualify.
You can use Business.com’s handy Small Business Healthcare Tax Credit Calculator to see if your business will qualify for the credit.
The credit is worth up to 35 percent of your premium costs in 2010 (25 percent for non-profits). In 2014 that jumps to 50 percent (35 percent for non-profits). A ruling just issued by the IRS also confirms that the credit applies to premiums you pay for dental and vision coverage. And your business can still qualify for the federal credit even if you receive a separate state credit.
Businesses with 10 or fewer workers and average annual wages less than $25,000 will qualify for the full credit. The credit starts to phase out as you move above those limits. Businesses with average payrolls over $50,000 will not qualify for the credit at all.
Also be aware that if your business pays only a portion of health insurance premiums, with employees paying the rest, you can only count the premiums you pay when calculating the credit.
Another example: Downtown Diner, a restaurant with 40 part-time employees (the equivalent of 20 full-time workers), pays total wages of $500,000, or an average of $25,000 per full-time equivalent worker. Health insurance premiums paid by the business this year total $240,000, and the business would qualify for a 2010 credit $28,000, after applying “phase-out” provisions.
Eligible small businesses can claim the credit as part of the general business credit starting with the 2010 income tax return they file in 2011.
